Complaint
   The Complaint module provides for gateway of filing a complaint to the Commission. The module has four sections that enable a citizen to choose right options. These sections are:
When to file a Complaint
   This section guides a citizen on when to file a complaint under the RTI Act, who to request for a complaint and who to get in touch with. E.g one can file a complaint if he has been refused his right of filing a complaint or if is convinced that RTI regime is not in place in a Public Authority or he has been provided incomplete, misleading or false information.
Lodge Your Complaint
   This section is that part of the module through which an applicant files his complaint. This web based application has dropdown menus which may be selected for choosing Ministry/Department/Public and other relevant details. In this section applicant has to provide for his particulars, contact details and the details of supporting documents. It has the following characteristics:

  • Single window solution for all kinds of information relating to admitted complaints.
  • Gateway for submission of Complaints to the TIC online.
  • Auto generated unique registration number which can be used by the citizens for further correspondence or tracking the status of the complaint online.
  • Enable a citizen to submit/upload any other relevant document which he deems fit for the submission.
  • Generation of report on the special category of respondents which delineates on how many of the respondents is senior citizens, physically challenged or belong to the general category.
  • Offer an optional menu (not mandatory) to the citizens which if filled may be used to generate a report on the demographic distribution of the complaints. This feature helps the authorities in understanding user's profile & their behaviour.
  • Spam is one of the growing concerns over the internet exchange of information, in order to minimize the occurrence the system also provides for a verification code to be filled in by the user.
  • There is an option to save a complaint as "Draft" for further review as many times as one wishes and finally submit at a later date.
Submit a Drafted Complaint
Here a complainant shall fill in the Provisional Complaint Number allotted to him to get the pre-filled form for further editing before provisional or final submission.
Check Your Complaint Status
This application enables the applicant to check the status of his complaints by entering an allotted Unique Complaint Number. Provision of search is also given in case the complainant forgets the Complaint Number.
Second Appeal
A second appeal may be filed before the Commission if the appellant either do not get a satisfactory reply or gets an evasiave, incomplete reply from the SPIO. This module also has four sub-sections, which are:
When to file an Appeal
This section guides on when an appellant can file the appeal.
Submit Your Second Appeal
Through web based application and with dropdown menu, the appellant can file his second appeal against the concerned Department/ . In this module the applicant asked to add his/her particulars, contact details, supporting documents etc. It has the following characteristics:
  • Single window solution for all kinds of information relating to admitted appellants.
  • Gateway for submission of appeals to the TIC online.
  • Provides guidance to the citizens as to when to file a "Second Appeal".
  • Auto generated unique registration number which can be used by the citizens for further correspondence or tracking the status of the appeal online.
  • In the process of filing Second appeal, the system gathers history of information relating to filing of RTI application and the First appeal. This information is captured on account of the nature of response of the PIO, and Appellate Authority against a request for information and First Appeal respectively. The nature of response is classified in four domains viz; No Response, Info. Denied (Refused), unsatisfactory response, Partial reply. Accordingly the citizen may upload a copy of the order. In the event of availability of such information the system assists the authority during the scrutiny process.
